Subject: Preventive measures to contain the spread of COVID19
This is in continuation of this division's letters number 27-171 2018-PO dated 18th March 2O2O,27- 2Ot 2018- PO dated 19th March and 27- 201 2018- PO dated 20th March 202O (copies enclosed) on the abovementioned subject.
2. lnvb,v dte fresh surge in COVID-1g cases, in some parts of the country, and inlight of the guidelines for effective control of COVID-'19 issued vide order No. 40- 3/2020-DM-|(A) dated 238 March 2021 (copy enclosed) by Ministry of Home Affairs, the following guidelines are highlighted to prevent the spread of COVID in the field Units(further detailed guidelines attached for appropriate action) -
a) All necessary measures shall be taken to promote COVID-1g appropriatebehavior. Strict enforcement of wearing of face masks, hand hygiene and social distancing, prohibition of spifting at office premises/ public places etc.must be ensured.
b) All the officers/ officials should invariably follow the instructions/ guidelines issued by Central Government, State Government and Local Administration on the subject.
c) All the employees ofthe age of45 years and above are advised to get themselves vaccinated.
d) Meetings, as far as feasible, shall be done through video conferences.Minimize or reschedule meetings involving large number of people unless necessary.
e) Employees who are symptomatic or whose family members have been tested COVID 19 positive are required to follow applicable COVID protocol of self isolation/quarantine and testing. They should keep their controlling officer informed in this regard.
f) While Post Offices and RMS Offices do come under essential services, it is also clarified that a judicious balance should be maintained, keeping in view, the interest of staff and difficulties being faced by them and the prevailing situation in the state.
g) CPMSG and Regional PMsG may take a comprehensive decision on the instructions issued on the subject by Central/ State/ Local Government.

There is a need for the postal staff to take due precautions during all counter operations and booking, processing, transmission and delivery of mail to prevent the spread of the Corona Virus.
2. lt has, therefore, been decided that the instructions of DoPT Advisory for staff, Ministry of Health & Family welfare and respective State Governments issued, from time to time, may be followed by the field units and staff engaged in all counter operations and booking, processing, transmission and delivery of mail to prevent the spread of corona Virus. All such instructions are also being uploaded on lndia Post website. Further action may be taken by the Circles accordingly'

OFFICE MEMORANDUM
Sub: Preventive measures to contain the spread of COVID19.
In continuation of this Department OM of even no. dated 17th March, 2020 (Copy Enclosed), the following further instructions are issued:
(i) Heads of Department (HoDs) may ensure that 50 per cent of Group B and C employees are required to attend office every day, and the remaining 50 per cent staff should be instructed to work from home. All HoDs are advised to draft a weekly roster of duty for Group B and C staff and ask them to attend office on alternate weeks. While deciding the roster for'the first week, HoDs are advised to include officials who are residing in close proximity to their office or use their own transport to travel to the offices.
(ii) Further, the working hours for all employees who attend office on a particular day should be staggered. It is suggested that three groups of employees may be formed and asked to attend office as per the following
timings:-
(a) 9 AM to 5.30 PM
(b) 9.30 AM to 6 PM
(c) 10 AM to 6,30 PM
The officials who are working from home on a particular day as per the roster drawn up should be available on telephone and electronic means of communication at all times. They should attend office, if called for any exigency of work.

Similar instructions may be issued to Attached/Subordinate Offices, Autonomous/Statutory Bodies.
The Department of Financial Services (DFS) and Department of Public Enterprises (DPE) may issue similar instructions regarding Financial Institutions and Public Sector Undertakings.
These instructions shall not apply to the offices and employees engaged in essential/emergency services and those directly engaged in taking measures to control spread of COVID-19.
These orders shall be applicable with immediate effect and will remain in force till 4th April, 2020,
